- blue construction paper
- scissors
- glue
- pen
- elastic string
- printable stencil

How to Make:
Step 1: Trace the printable stencil onto the blue construction paper and cut out the hat.
Step 2: Cut ears out of construction paper using the printable stencil.
Step 3: Roll the hat into a cone shape and glue together. Cut out the spots and glue them onto the hat and the ears.
Step 4: Attach the ears to either side of the hat. Add the string to the base of the hat.
Step 5: Make a Blue & Magenta party hat!
